Tentative budget for the 2021-2022 fiscal year commencing June 1, 2021 and ending May 31, 2022. Notice is also hereby given that the compensation to be paid to each member of the Board of Trustees from all sources remains unchanged and is as follows: Mayor, $7,498.00, Deputy Mayor, $6,151.00 and each Trustee, $5,656.00. DPW Laborer (DL) (click here for full job description):  Must be at least 18 and possess a valid driver’s license.  Duties include cleaning, mowing, plowing, operating motorized equipment, maintenance, loading and unloading various items. CDL B licenses must be obtained. Starting pay $17.60/hr.

Police Chief-P/T (click here for full job description):  Direct responsibility for all police functions, ability to organize, plan and direct law enforcement activities, budgeting, report preparation.  Multitasking abilities, enforcement of State and Local Laws.  Excellent communication skills a must.  Must have been appointed law enforcement through eligible list at some time.

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Board of Trustees of the Village of Youngstown, 240 Lockport Street, Youngstown, NY will hold a Public Hearing on Thursday January 14, 2021 at 7:00 p.m. for the purpose of hearing all interested parties concerning a sewer rate increase of .05 cents per 1,000 gallons effective January 1, 2021.

The proposed increase is a pass through increase from Lewiston Water Treatment.

The meeting will be held via Zoom; any questions or comments should be submitted in writing by January 12th at noon to the Clerk’s office for this hearing.

HELP WANTED: PLANNING BOARD/ZONING BOARD

The Village of Youngstown Board of Trustees is looking for  interested Village residents to fill a vacant volunteer alternate position on the Planning Board and a vacant volunteer alternate position on the Zoning Board.

Please mail your letter of intent to the Village Clerk’s Office, PO Box 168, Youngstown, NY 14174.  Letters may also be emailed to Clerksoffice@youngstownnewyork.us, or placed in the drop box located to the left of the front door.  Please forward letters by October 30, 2020.  Please indicate which position you are interested in.

As per Chapter 108 of the Laws of 2020, Public Service Law section 89-b,  there is a moratorium on terminations and disconnections of residential water customers during the COVID-19 State of Emergency. 

If you have experienced a change in financial circumstances due to the COVID-19 State of Emergency, you have the right to enter into a deferred payment agreement with the Village of Youngstown for your water/sewer account. 

The residential water customer must notify the Village in writing and self-certify the changed financial circumstances. The request should be delivered to the Village Clerk’s Office by October 31. After the State of Emergency is lifted or expires, The Village may require that the residential water customer complete a financial statement and provide supporting documentation as to the change in financial circumstances.

The Project Team will be hosting Public Workshop #2 on October 8, 2020 – offering TWO meeting times and locations in order to accommodate all interested participants and comply with NYS social distancing guidelines. NOTICE IS HEREBY GIVEN that the Village of Youngstown will be holding an election on September 15, 2020 for the purpose of filling two seats for the positon of Trustee on the Village Board of Trustees.  The polling place will be located at 240 Lockport Street, Youngstown New York 14174, starting at 12:00 noon and closing at 9:00 p.m.  The following are the candidates running for a term of four years for each Trustee position:

Dear Village Residents,

Due to adhering to current situations on manpower, the DPW is being forced to reschedule brush pick up, in the village of Youngstown.

We are asking each resident to refrain from putting the brush out currently!

If necessary, you can remove your own brush and take it to the recycling area behind Veterans Park.

Information regarding rescheduling of Brush pick up will be posted at a later date.

PRESS RELEASE

On Sunday, March 15, 2020, Niagara County Legislature Chairwoman Rebecca Wydysh announced a State of Emergency has been declared in Niagara County as the Coronavirus (COVID-19) continues to spread across New York State. In the days and weeks to come, I’m sure we will receive more directives and guidelines as more is learned about this virus.

The health and safety of our residents, businesses and visitors remains the top priority for the leadership of the Village of Youngstown. We will continue to work in conjunction with New York State and Niagara County in attempting to slow down and limit the spread of this virus by instituting the following effective March 18, 2020.

The Village Office and the Library will remain operational and all other use of the building is cancelled. Starting Wednesday, March 18th the Library will be closed to the public but continue to offer services through phone, email and curbside pickup. Visit their website (www.youngstownfreelibrary.org) for continued updates. The Village Office will continue to function, but with restricted access. For routine business, such as, paying bills, dropping off forms or applications, etc. please use the new locked drop box located near the entrance to the building to be installed shortly or mail your items. For requests for permits or other information, call the Clerk’s Office and the forms or information can be mailed or emailed to you.

The DPW will continue to function as normal, but the DPW building will be closed to the public.

Recreation Programs are suspended until further notice.

The Senior Van program is suspended until further notice.

Planning Board and Zoning Board Meetings are cancelled until further notice.

The Village Work Session on March 26 is cancelled. The April 9, 2020 Board meeting will proceed as scheduled at this time; this may be subject to change.

These measures may change or new measures may be added as the current situation continues to unfold and as new information becomes available. I will do my best to keep you informed as we continue along this uncharted path.
