Planning and Zoning

Dear Village of Youngstown Resident,

The Village of Youngstown is working with the New York State Department of State to update the current Local Waterfront Revitalization Program (LWRP) for the Village.  Originally developed in 1990, the LWRP encompasses the entire Village and benefits all residents.  The LWRP serves as the Village’s comprehensive plan and has guided growth and development over the last 25 years.  The current LWRP is outdated and does not adequately address land use and waterfront decisions faced by the Village today.

Comprehensive Planning is among the most important responsibilities that have been granted to the Village.  The primary purpose of a comprehensive plan is to promote the health, safety, and welfare of the community.  As a comprehensive plan, the LWRP reflects the community’s vision for the future and identifies the desired goals, objectives, and policies.  The plan serves as a blueprint for future land use decisions and provides the foundation for the Village Zoning Code.

The Village Board of Trustees has formed a steering committee of local officials to update the LWRP and engage the public to encourage community participation in the planning process.  Over the next several months, the committee will be gathering information about the Village that will be used to update the LWRP.  As part of that effort, the committee will be asking residents to share their opinions and observations about land use and waterfront issues in the Village.  Therefore, your participation in the process is critical to ensure that the vision set forth in the LWRP is a reflection of the community.

The below questionnaire explores some of the issues related to growth and development in the Village.  This information will be used as we set our goals and update the LWRP.  These questions will take about 10 minutes to complete but they are an important investment into the future of our community.  Please complete and return in the stamped, return envelope by Friday, May 22, 2015.  Alternatively, completed questionnaires can be returned to the Village Clerk during normal business hours.  Additional questionnaires are available at the Village Office, the Library, and the Post Office.  Also, the questionnaire and other information regarding the LWRP can be obtained from the Village website at www.youngstownnewyork.us.

A public information meeting will be held to present the results of this survey and discuss the LWRP in further detail.  The meeting is scheduled for Monday, June 15, 2015 at 7:00 p.m.  The meeting will be held at the Village Office on Lockport Street and an opportunity will be provided for all residents to voice their opinion regarding the future of the Village.  In the meantime, you can participate in a community-wide discussion through the new Village Facebook Page at www.facebook.com/VillageofYoungstown
